66個人權及律師組織發聲明 要求老撾釋放盧思位律師

國際特赦組織、香港自由基金、香港監察等66個人權及律師組織發起聯署聲明，要求老撾政府立即釋放中國人權律師盧思位。7月28日，曾協助「12港人」的盧思位律師，在老撾遭到拘留，面臨強制遣返中國。聲明中還要求老撾政府安排盧律師可以跟聯合國機構的人員接觸。

66個人權及律師組織在聯署聲明中指出，他們對盧思位律師的情況深感憂慮，他一旦被遣返中國，可能會受到酷刑和其他惡劣對待。過去東南亞國家政府經常在中國的壓力下，將一些受迫害人士強制送回中國，他們在中國遭到任意拘留及不公平審判、酷刑、甚至強迫失蹤以及其他惡劣待遇。眾人權組織紀錄多個個案，包括2009年柬埔寨強行遣返維吾爾人，到2022年8月中國人權份子董廣平在越南失蹤而遭中國監禁。銅鑼灣書店店主桂民海在2015年在泰國消失，在沒有出境紀錄情況下被押往中國。這些人下落不明一段很長時間，家人及朋友均無法取得消息，直至數月或幾年後，才獲告知他們的消息。

聲明敦促其他國家行動：

  1. 要求老撾當局立即停止盧思位的遣返程序，並確保他能盡快接觸到聯合國相關機構，及由他選擇委任的律師；以及，
  2. 公開呼籲中國當局撤銷對盧思位的任何潛在指控。 聲明指出，老撾作為聯合國禁止酷刑和其他殘忍、不人道或有辱人格待遇或懲罰公約（CAT）締約國，據公約第3條規定，有不遣返義務，不得將人遣送回一個有很高可能施以酷刑的國家。

聲明敦促老撾政府：

  1. 停止所有針對盧思位的遣返程序，並根據其國際人權義務立即釋放他；
  2. 安排他與相關聯合國機構和他委托的律師見面；
  3. 允許他與美國和其他國家的外交官見面，以便他可以繼續與目前在美國的家人團聚；以及，
  4. 在以上情況未實現之前，揭示他的下落，確保他的人身安全以及身心健康。

盧思位是中國著名的人權捍衛者和律師，代表眾多政治異議人士，並為弱勢群體辯護。隨著中國當局對人權倡議日益無法容忍，他們將盧思位當作恐嚇和騷擾的目標。在2021年1月，盧思位因網絡言論被指控「危害國家安全」而被吊銷律師資格。盧思位在前往出席他的執業資格裁決審議的途中遇到襲擊。自此之後，盧思位一直受到中國當局密切監視，並自2021年5月起被禁止出國。據了解，盧思位此行原是途經老撾，前往美國與家人團聚。
